Food Stall / Street Food
Aktivitas Penyediaan Makanan di Bangunan Tidak Tetap
🏨 Section I — Accommodation & Food Service
Food service from non-permanent structures — food trucks, mobile warung, market stalls, pop-up food stands, and street food carts operating as a formal business entity. The defining legal characteristic is **bangunan tidak tetap** (non-permanent structure): the food preparation and serving facility is not a fixed building. If your kitchen is on wheels, in a tent, at a market kiosk, or at a temporary stall, this is your code. This is categorically different from 56101 (restaurant in a permanent building). A PT PMA running an artisan food truck concept — specialty coffee, gourmet burgers, craft ice cream, fusion street food — operates under this code.
What You Need
PP28/2025 Licensing Data1 scale
Post-License Obligations3
→ Submit periodic business activity reports to regulator
→ Provide evidence of business standard compliance documents
All scales (Mikro/Kecil/Menengah/Besar): Low Risk (Rendah) NIB + Sertifikat Standar issued automatically (Otomatis) via OSS. Authority: Bupati/Walikota (district/city level).
Post-issuance obligations
- Label Higiene Sanitasi Pangan (HSP) — mandatory. This is a label (simpler declaration), NOT the full Sertifikat SLHS (Sertifikat Laik Higiene Sanitasi) required for permanent restaurants. Issued by Dinas Kesehatan after basic inspection; faster and lower cost than the SLHS.
- Laporan berkala — periodic activity reports to Bupati/Walikota
- No alcohol sales without SKPL (Surat Keterangan Penjualan Langsung) — food trucks are typically non-alcoholic; if you want to serve beer or wine at a pop-up, this requires a separate permit
Note on Label HSP vs Sertifikat SLHS
- Label HSP = simpler food hygiene declaration for mobile/non-permanent operations; issued after a basic hygiene inspection
- Sertifikat SLHS = full health feasibility certification for permanent restaurant (56101); more complex and takes longer
- Using 56102 with Label HSP is the fast, correct path for food trucks; do not apply for SLHS if your structure is non-permanent
Step-by-step for PT PMA food truck
- Public market/bazaar: letter from market management
- Road-side: Izin Gangguan (if required by local regulation) from Satpol PP
- Beach area: Izin from Dinas Pariwisata or Dinas Kelautan for beach/coastal zones
- Private venue (beach club, event): venue's own permit covers you as tenant
Typical total timeline
4–8 weeks from PT PMA to operational.
Minimum PT PMA capital
IDR 10 billion stated capital (Rp 2.5B paid-up).
Fully open (Terbuka) — 100% foreign ownership.
Direct match from KBLI 2020 (MATCH_LANGSUNG). Code and scope unchanged — 56102 has always covered non-permanent food structures. The distinction between Label HSP (56102) and Sertifikat SLHS (56101) was clarified in PP28/2025's updated obligation framework. The food truck and pop-up culture has grown dramatically since 2020 but the legal framework is the same code.
Bali Intelligence
🚚 The Bali Food Truck & Market Stall Scene (2025)
What's working:
- Canggu food truck culture: The Berawa/Batu Bolong corridor has 3–5 active food truck parks; specialty coffee trucks, Japanese-inspired street food, and gourmet burgers are common formats
- Seminyak night markets and pop-ups: Weekend bazaars and rooftop pop-up events rotate vendors; 56102 is the legal structure for all of them
- Beach club vendor slots: Finns, Tropicola, and similar venues rent stall/vendor spots to external F&B operators; you need 56102 + Label HSP to legally operate in these spaces
- Festival and event catering: BIAF (Bali International Art Festival), Ubud Writers Festival, local festivals — the event catering market requires 56210 for contracted catering but 56102 for a stall/stand format
PMA food truck concept — what actually works:
- Specialty single-product concept: matcha soft serve, authentic NY-style pizza, Korean fried chicken — works when there's genuine product differentiation from local warung
- Mobile specialty coffee with roaster story: Bali's coffee culture supports premium positioning; mobile format lowers barrier vs permanent café
- Artisan ice cream with local ingredients: Kintamani coffee, Bali vanilla, salak — tourist segment pays premium for 'local + premium' positioning
Revenue reality:
- A well-positioned food truck/stall in Canggu or Seminyak: IDR 5–25M/day in sales (high season)
- Beach club vendor slot rent: IDR 2–5M/day site fee + % of revenue to venue
- Weekend market stall: IDR 500K–2M/day site fee; IDR 3–10M sales on strong market days
⚠ Key Issues
- Location permit is location-specific — Label HSP covers your unit; where you park/operate requires separate location authorization; beach/coastal sites are strictly controlled by Dinas Pariwisata and sometimes require KKPR clearance
- Fire safety for mobile kitchens — gas cylinder storage and ventilation in food trucks requires compliance with DAMKAR (Dinas Pemadam Kebakaran) standards; annual inspection recommended
- No alcohol without SKPL — even if the beach club next to you serves drinks, your truck cannot; get SKPL if your concept includes alcohol service
