Same licensing structure as 55101 — the PP28 data comes from the shared parent code 55110.

Micro + Small + Medium: Medium-Low risk, automatic issuance, periodic reports + health cert.
Fully open — 100% foreign ownership.
Same story as 55101: split out from the unified 55110 (Hotel Bintang) code. In 2020 all star hotels were one code. Now 55102 is specifically four-star. Renumbered (CODICE_RINUMERATO), same licensing substance.
Bali Intelligence
Four-star hotels are the workhorse of Bali's tourism economy. More achievable than five-star but still premium. Kuta, Legian, Sanur, and Nusa Dua have the highest concentration. Canggu and Uluwatu are the growth areas. The four-star classification requires specific room counts, facility standards, and service levels — all verified by inspection. Many boutique hotels in Bali aim for this tier as a balance between investment cost and market positioning. Typical build cost runs IDR 800M-2B+ per room depending on location and finish level.
