Homestays — short-term accommodation in a residential building where the owner actually lives in the same house. You rent out rooms in your home to guests, giving them a chance to experience local life. The owner is present and the building is primarily a residence, not a purpose-built hotel.

Micro + Small + Medium: Medium-Low risk. NIB + Standard Certificate issued automatically. You need a Health Feasibility Certificate (Sertifikat Laik Sehat) and must submit periodic activity reports.
Fully open — 100% foreign ownership. Though in practice, homestays are overwhelmingly local businesses.
Note: PP28 data maps from old code 80100, which was a mapping artifact — the licensing requirements are specific to accommodation.
The 2025 code 55201 was renumbered (CODICE_RINUMERATO). In the PP28 mapping, it connects to 80100 — but that's a data artifact from the transition. The concept of homestay accommodation existed in KBLI 2020 and carries forward. The key difference is the 2025 classification system now clearly separates homestays from villas, hotels, and other accommodation types.

Homestays are the heart of Balinese tourism hospitality. The banjar (village council) system means your neighbors know if you're hosting guests — and community approval matters as much as government licensing. Ubud pioneered the homestay movement. Munduk, Sidemen, Amed, and Pemuteran have growing homestay scenes catering to the 'authentic Bali' crowd. Keep in mind: Bali's awig-awig (customary village rules) can impose additional conditions — some banjars require a contribution or approval before you can host tourists. Also, your building must genuinely be a residence where the owner lives, not a converted villa pretending to be a homestay.
