Small / Medium / Large: Two licensing tiers exist.
- Medium-Low risk path: NIB + Standard Certificate, issued automatically. Self-Assessment document required covering facilities, organization, HR, and products/services. Health Feasibility Certificate needed.
- Medium-High risk path (higher tier): NIB + Standard Certificate within 14 working days. Requires Self-Assessment plus LSPr-certified tourism business standard.
Micro + Small + Medium: Separate Medium-Low entry with periodic reporting and health cert.
Fully open — 100% foreign ownership.
In KBLI 2020, ALL star-rated hotels were under a single code: 55110. In 2025, that one code was split into 55101 (5-star), 55102 (4-star), 55103 (3-star), 55104 (2-star), and 55105 (1-star). Your licensing data still comes from the old 55110 PP28 entry, but your KBLI code is now specific to your star rating. This is a CODICE_RINUMERATO — renumbered, not restructured.
Bali Intelligence
Bali has some of the world's most famous five-star properties. Nusa Dua is the traditional luxury hotel corridor. Uluwatu and Ubud have attracted the newest luxury builds. If you're entering this space, know that Bali's hotel classification is enforced by the Tourism Ministry and star ratings require physical inspections. The investment threshold for a five-star hotel is massive — we're talking tens of millions of dollars minimum. Foreign investors typically structure through a PT PMA. Land acquisition in Bali is complex: foreigners can't own freehold land, so you'll use Hak Pakai (right to use) or Hak Guna Bangunan (building rights) structures.
