Two-Star Hotels — commercial accommodation businesses that rent out furnished rooms or suites on a short-term basis. This classification covers entire or partial buildings equipped with dedicated front desk customer service, daily housekeeping, and food/beverage services. It strictly applies to standardized hotel operations and excludes standard residential villas or unclassified homestays.

PP28 data inherited from parent code 55110. Three distinct licensing tiers exist:
Tier 1 — Kecil/Menengah/Besar: Medium-Low risk (Menengah Rendah). NIB + Standard Certificate issued automatically (Otomatis). Self-Assessment document covering Hotel Star standards (Sarana, Organisasi, SDM, Pelayanan, Produk, Manajemen). Health Feasibility Certificate required. Authority: Bupati/Walikota.
Tier 2 — Kecil/Menengah/Besar: Medium-High risk (Menengah Tinggi). NIB + Standard Certificate within 14 days. Self-Assessment required. Must obtain LSPr-certified Tourism Business Standard. Health Feasibility Certificate. TKA documentation required if employing foreign workers. Authority: Gubernur.
Tier 3 — Mikro/Kecil: Medium-High risk (Menengah Tinggi). NIB + Standard Certificate within 14 days. Same LSPr certification and Health Certificate requirements. Authority: Gubernur.
Important
Even Mikro-scale hotels carry Medium-High risk under Tier 3 — there is NO low-risk path for any hotel operation regardless of size.
Post-issuance obligations across all tiers
- Obtain a Health Feasibility Certificate (Sertifikat Laik Sehat)
- Obtain an Alcohol Direct Sales Certificate (SKPL A, B, or C) if serving alcohol
- Submit Self-Assessment Document (Dokumen Penilaian Mandiri Kesiapan Penerapan Standar usaha Hotel Bintang)
Fully open (Terbuka) — 100% foreign ownership.
