Fully open (TERBUKA) — 100% foreign ownership allowed on paper. However, stores under 400 sqm are generally RESERVED for local SMEs and cooperatives. Foreign investors need either a store exceeding 400 sqm or a formal partnership with a local entity.

Indomaret and Alfamart dominate the convenience store landscape in Bali, and foreign-owned convenience stores are extremely rare due to SME protection policies. Most expat-run 'health food shops' or 'organic stores' technically misuse this code — if customers self-select items from shelves, that's 47111 (supermarket), not 47112. The under-400-sqm restriction is the real barrier for PMA entry here.
