Advertising Activities — creating advertising campaigns and placing ads across print, digital, outdoor (billboards), TV, and radio. It covers brand identity creation, direct mail marketing, point-of-sale promotions, media representation, and aerial advertising. This is the core code for full-service ad agencies.

Micro, Small, Medium: Low risk (Rendah). Only an NIB is required, issued automatically (Otomatis).
Large (Besar): No PP28 entry exists for Large-scale advertising. The regulatory data only covers Mikro/Kecil/Menengah. This may mean Large-scale operations require a separate licensing pathway or are simply not addressed in the current PP28 framework.
Post-issuance obligations
- Submit periodic business activity reports to the Minister of Trade (Menyampaikan laporan kegiatan usaha kepada Menteri Perdagangan)
Authority
PP28 specifies "Gubernur Daerah Khusus Jakarta" — for operations outside Jakarta (including Bali), authority defaults to local Bupati/Walikota.
RESTRICTED (Terbatas) — Maximum 49% foreign ownership. Requires a formal partnership with a domestic business entity (Kemitraan dengan badan usaha dalam negeri).

Bali Intelligence
WARNING: This is the most common regulatory trap for digital nomads in Bali. Hundreds of foreigners arrive wanting to open a 'Digital Marketing Agency' or 'Social Media Agency' as a 100% foreign-owned PT PMA. You CANNOT do this under 73100. Advertising is strictly capped at 49% foreign ownership, meaning you must have an Indonesian corporate partner holding the majority share. To bypass this, smart foreign founders pivot their business models. Instead of 'Advertising,' they classify their business as 'Management Consulting' (70209) or the new 'Graphic Design' (74192) code, which are 100% open. If you use those workarounds, ensure you do not explicitly buy media (like billboard space or Facebook Ads) on behalf of clients.
