Three distinct licensing tiers from aggregated PP28 sources (63121, 63111):
Tier 1 — Kecil/Menengah: Low risk (Rendah). NIB only, issued automatically. Validated Industrial Data reports every 6 months. Data security SOPs. HR competency training certificates. Authority: Bupati/Walikota.
Tier 2 — Kecil/Menengah: Medium-Low risk (Menengah Rendah). NIB + Standard Certificate, issued automatically. Same data reporting obligations plus: equipment calibration certificates, organizational structure documentation showing qualified technical staff, and safety/security guarantees for tools and processes. Authority: Bupati/Walikota.
Tier 3 — Besar: Medium-High risk (Menengah Tinggi). NIB + Standard Certificate within 7 days. Requires: organizational chart with qualified staff, employment contracts for at least 2 managers + 2 supervisors + 4 technical staff (permanent or minimum 1-year contract), business process flow documentation, equipment list with photos. Authority: Gubernur.
Post-issuance obligations (all tiers)
- Submit validated Industrial Data every 6 months (Data Industri tervalidasi)
- Maintain SOPs for data and electronic system security (SOP keamanan data dan sistem elektronik)
- Obtain HR competency training certificates (sertifikat pelatihan kompetensi SDM)
Fully open (Terbuka) — 100% foreign ownership.
