Small / Medium scale: Mixed risk — some categories Low, some High. The High-risk components require full licensing including excise permits, BPOM, and environmental compliance.
Large scale: High risk + Medium-High risk components. Full regulatory suite — excise licenses, BPOM registration, environmental impact analysis, and strict production controls.
Open — 100% foreign ownership allowed. But the high risk classification means extensive regulatory hurdles.
Consolidated in KBLI 2025 (MATCH_CON_AGGREGAZIONE). Multiple previous brewing and malt beverage codes were merged into this single code. If you held a more specific brewing code under KBLI 2020, it now falls under 11030.
Bali Intelligence
Bali has a growing craft beer scene — Stark Craft Beer, Island Brewing Co., and several newer entrants. Unlike spirits and wine, beer production IS open to PMA, making it the only alcoholic beverage you can actually produce as a foreigner. However, the regulatory burden is real: excise licensing alone takes 3-6 months, and the capital requirements for proper brewing equipment are substantial. Most craft breweries in Bali started with contract brewing at existing facilities before investing in their own production. Location matters — industrial zones in Denpasar or Tabanan are typical, not tourist areas.
